Montréal, Québec, October 30, 2025
While Québec faces serious social and economic challenges, the CAQ’s government once again turns to “divisive measures” by adopting a law extending the province’s ban on what is called “religious symbols “ whose implications victimize Québec’s women and girls.
Presented under the pretext of “neutrality” and “secularism,” this new law is neither neutral nor secular. True secularism does not mean policing women’s bodies or freedom of conviction and expression that is fully protected under Quebec’s Chart of Freedoms and Rights. The law is not a response to any public crisis, it is a “political instrument” that restricts women’s freedom and participation in public life. CAQ’s government may hope such actions will divert public attention from the real hardships Québec is facing.
By conflating secularism with state control over women’s attire, the CAQ government measures strikes at the very principle of women’s freedom of choice and inflicts real harm on their equality, integrity, and humanity.
It is yet another sad day in Québec, one marked by legislation that divides rather than unites, and that undermines inclusion instead of fostering equality and respect for rights across society.
