The Canadian Muslim Forum (FMC-CMF) notes the passage of Bill C-9 by the Senate and recognizes the importance of efforts aimed at combating hate crimes, protecting places of worship, and ensuring the safety and dignity of all Canadians. The bill was passed by the Senate on June 4, 2026, and will return to the House of Commons for consideration of the Senate amendment.

At the same time, FMC-CMF remains concerned that amendments proposed to strengthen protections for freedom of faith , freedom of expression, and other Canadian Charter protected rights were not adopted during the Senate’s review of the legislation. As outlined in our submission to senators, measures designed to combat hatred must be carefully crafted to ensure they do not unintentionally restrict legitimate religious expression, public debate, or the peaceful expression of sincerely held beliefs.

The Canadian Muslim Forum continues to support strong action against hate, violence, intimidation, and discrimination targeting any community. However, safeguarding Canadians from hatred and safeguarding fundamental freedoms must go hand in hand.

FMC-CMF calls on Parliament and the Government of Canada to closely monitor the implementation of Bill C-9 and to ensure that its application remains fully consistent with the rights and freedoms guaranteed by the Canadian Charter of Rights and Freedoms.

The Canadian Muslim Forum remains committed to advancing both the fight against hate and the protection of the fundamental freedoms that underpin Canada’s democratic society.
